BS pretext for more NIMBY votes but w/o being so obvious about it.

You serious? I mean, on face value that does seem like a no-brainer, sure.

But when you think at all about it, there's too much history of Sacramento making a hash out of anything it 'fixes'. The corruption factor alone is totally Third World at this point, for one thing. Sheer incompetence is another. Example: These guys can't build an HST but sure can run up untraceable contractor bills for all the money they have spent on not-building-a-damn-thing-of-any-consequence so far.
